Application for approval of Reserved Matters for Scale, Layout, Appearance of Buildings, Access, and Landscaping details pursuant to Condition 1 of Outline Permission 16/01805/OUT  for (Outline application for demolition of existing police station buildings, conversion of La Plata House to residential use and development of upto 70 new residential dwellings (All matters reserved) for the conversion of La Plata to 4 x duplex dwellings and construction of two RESIDENTIAL blocks of flats BETWEEN 3 AND 4 AND HALF STOREYS consisting of 22x 1 bed, 36x 2 bed and 8 x 3 bed flats, WITH ASSOCIATED landscaping, parking and access.

 

The report before Members included an addendum relating to the application for reserved matters following the deferral by Members at the 12.6.19 Planning and Licensing Committee meeting requesting additional information regarding

 

·         Safety and amenity issues relating to the pedestrian access to Westbury Drive and internal pathway

·         Noise and pollution issues relating to the elevated parking adjacent to the Beeches care home

 

Members were reminded that the principle of the development had already been accepted under outline application ref. 16/01805/OUT; it was established that the site could accommodate 70 dwellings and was of an appropriate density and therefore the matter could not be reopened at the reserved matters stage.

 

Mr Pearce, representing the developer, was present and addressed the Committee in support of the application.

 

Cllr Naylor, Ward Member, spoke in objection to the application.

 

Cllr Miss Sanders MOVED and Cllr McCheyne SECONDED that the application be APPROVED.

 

Following a discussion a recorded vote was taken and members voted as follows:

 

FOR:  Cllrs Bridge, Keeble, McCheyne, McLaren, Morrissey, Miss Sanders, Tanner and Mrs Tierney (8)

 

AGAINST:  Cllrs Chilvers and Mynott (2)

 

ABSTAIN:  Cllrs Fryd and Haigh (2)

 

The application was APPROVED subject to the following conditions

 

1          DRA01A        Development in accordance with drawings

The development hereby permitted shall not be carried out except in complete accordance with the approved drawing(s) listed above and specifications.

 

Reason:  To ensure that the development is as permitted by the local planning authority and for the avoidance of doubt.

 

2                      Architectural Details

No development above ground level shall be undertaken until additional drawings showing details of the proposed windows, doors, eaves, cills, vents and balconies of Block A and B to be used by section and elevation at scales between 1:20 and 1:1 as appropriate have been submitted to and approved in writing by the local planning authority. Construct detached single-storey dwelling and associated access and landscaping (plot 5)

 

The application had been referred to the committee at the request of Cllr Miss Sanders as the site already had approval for four dwellings and one extra would not leadto overcrowding of the site and would be in keeping with the rest of the development.

 

The application related to the erection of a new (additional) bungalow within the grounds of a former dwelling and its outbuildings that were currently being redeveloped following a permission for four bungalows in 2018. The site was within the greenbelt.

 

As Cllrs Sanders had referred the application she left the hall and took no part in the discussion or the vote.

 

Cllr Hossack, Ward member, was present and spoke in favour of the application

 

Cllr Mynott MOVED and Cllr Morrissey SECONDED that the application be REFUSED.

 

Following a discussion a recorded vote was taken and Members voted as follows:

 

FOR:  Cllrs Bridge, Chilvers, Fryd, Haigh, Keeble, McLaren, Morrissey, Mynott and Mrs Tierney (9)

Construction of a new 4 bedroom detached bungalow

 

The application was for the construction of a new four bedroom detached single storey dwelling and was referred to Committee at the request of Cllr Hossack as follows:

 

·           The adjacent development known as “The Grange” had five dwellings on the site and this final plot would complete the development, forming 6 units, 3 each side making it a symmetrical development.  Completed properties were currently unsold because of this builder’s yard adjacent the site.  Design was in keeping with the five properties already built.  The proposal would have no impact on the openness of the green belt.

 

Mr Amor, the applicant, was present and addressed the Committee in support of the application.

 

Cllr Miss Sanders MOVED and Cllr McCheyne SECONDED that the application be APPROVED as  the design and layout of the proposed development would assimilate well with the surrounding development to the benefit of this particular site in this particular location.

 

 

Cllr Morrissey left the meeting before the vote was taken.

 

A recorded vote was taken following a discussion and Members voted as follows:

 

FOR:  Cllrs Bridge, McCheyne, Miss Sanders, Tanner  and Tierney (5)

 

AGAINST:  Cllrs Chilvers, Fryd, Haigh and Mynott (4)

The development hereby permitted shall be begun before the expiration of three years from the date of this permission.

2          Development in accordance with drawings

The development hereby permitted shall not be carried out except in complete accordance with the approved drawing(s) listed above and specifications.

Telecommunications Determination for the siting of 6 no. telecommunications antennae onto pole mounts and 5 no. equipment cabinets and ancillary equipment

 

Cllr Chilvers left the meeting before this item was considered.

 

The application was referred as it was for the prior approval of telecommunications which must be determined by the planning committee in line with the Council’s constitution. 

 

Members were advised that a Telecommunications Code System Operator had applied to Brentwood Borough Council for a determination as to whether the prior approval of the Council would be required for the siting and appearance of the above development.

 

Cllr McCheyne MOVED and Cllr Bridge SECONDED that PRIOR APPROVAL  WAS NOT REQUIRED.

 

In response to a question from Cllr McLaren, the Legal Advisor confirmed that referral of these matters was in accordance with the Council’s Constitution and the Constitution would have to be amended for such applications not to have to be considered by the Planning and Licensing Committee.

 

Cllr McLaren proposed to take up the matter with Cllr Tumbridge, Chair of Policy, Resources and Economic Development Committee.

 

A recorded vote was taken following a discussion and Members voted as follows:

Urgent Business

Minutes:

Cllr McCheyne advised that at Full Council a Member had asked whether it could be conditioned that all new houses given planning approval needed to have the highest level of energy saving features.

 

Committee Members agreed unanimously that officers be requested to explore the possibility of incorporating this condition into the Council’s Planning Policy,  although it was acknowledged that such a condition could impact on the level of housing delivery.

 

Cllr Foan of West Horndon Parish Council requested the Council’s support in this regard in relation to the proposed Dunton Hills Garden Village development.
