Note: Prior to the hearing starting, the Committee has been aware that the Applicant has not attended the hearing. It is understood that the Applicant did not believe that he needed to attend as Essex Police and the Licensing Manager have withdrawn their representations. Although the Applicant had been made aware that he needed to attend the hearing, it is noted that the Applicant has formally requested that the matter be adjourned. The Committee feels that in the circumstances and in the interests of fairness, the hearing should be adjourned to a future date. The Committee feels that it needs to hear evidence from the Applicant in order to consider if the licensing objectives would be promoted in relation to this application.
